We called a plumber out to fix a leak on the hand basin in the bathroom. He broke the basin and also the hot tap on the bath and left without repairing either. We had to call another plumber to fix the hot tap, since the first plumber said he couldn’t return for several days. Can I bill the first plumber for the cost of calling out the second?

You should really have told the first plumber that you intended calling in someone else at his expense if he was unable to fix the damage immediately. He would then have had the option of doing the work himself or accepting that he was liable for the cost of the repairs. If the first plumber replaces your basin free of charge you should perhaps call it quits.
