While we were away on holiday my neighbour levelled out his garden, which meant banking up soil against our garden wall. He then put a 6ft high fence on top of this, cutting off our view. Is he allowed to do this, and who would be responsible if the wall gave way?

Unless the light into one of your main rooms has been greatly reduced there’s probably not a lot you can do about this. You have no right to a view. If your wall gave way however your neighbour would be responsible for re-building it if you could show that his actions caused it to collapse. Discuss the problem with your neighbour; he may be prepared to lower the height of his fence if you offer to foot the bill.
