What constitutes harassment?
The definition as far as the Protection from Harassment Act is concerned is any action, including speech, which is calculated to cause “alarm or distress” to the victim and which has occurred on at least two occasions. If you wish to make a complaint to the police it would be worth discussing the problem with a solicitor initially. The Act gives the police the power to arrest and prosecute, and the court can impose an injunction forbidding further harassment in the event of a successful prosecution.
