I’ve grown a hedge along the boundary to block out next door’s overgrown garden. Am I now responsible for cutting the neighbour’s side of the hedge, including the top?

Since it’s your hedge then technically the growth into your neighbour’s garden may amount to a legal “nuisance” so you are responsible for keeping it within your boundary. Obviously it would require your neighbour’s permission to go on to his land to do this, and most neighbours are content to do the work themselves rather than seeking a legal remedy. If your neighbour’s garden is already overgrown it sounds as though he won’t care much one way or the other.
