I live in a flat owned by a housing association and pay a service charge of around £15 a week. In the two years I have been here the windows have only been cleaned a couple of times, the garden is overgrown and the cleaners vac the stairs once every two to three weeks. Should I have to pay for such a poor service?

You should make a written complaint to the housing association and give them time –say 28 days –to do something about it, it would probably be a good idea to take some photographs. The housing association will have a complaints procedure you should follow. Ultimately if the housing association is failing to honour the contract you can take them to court. In certain circumstances the court can appoint a manager and, in exceptional cases, allow for the purchase of the freehold.
