I was involved in a car accident, and went for two medical examinations at the request of the other drivers’ insurance company. One doctor managed to obtain a full printout of my medical records, while the other doctor got hold of my hospital records without my permission. Are they allowed to do this?

Presumably you are bringing a personal injury action against the other driver. If you refuse access to your records, the other driver’s insurers or their solicitors could ask a court to suspend the claim until such time as you do consent to their disclosure. This is because there may be something in your medical history that could have a bearing on the case.  You may find that you have signed a consent form and given permission without fully realising. Discuss this with your solicitor.
